If they already have their own Apple ID's, why create another?

If you are using the same email address to create the new Apple ID, then this is likely why you cannot create another.

They don't have their own IDs, they are currently using my ID. We have 4 devices all using the same ID, I want to change it so that I keep my own ID and the kids all have their own. They are still young and I want to be able to monitor them which is why I thought initially I needed to have them on my ID but I am realizing now that their games eat up all of the storage very quickly!!!

Then what does this mean if they do not have Apple ID's? That is what SergZak is asking about.

Thanks, apparently I am just technically challenged! Everything I am finding online isn't helping. I have been at it for almost 3 hours and no luck. I have created new IDs for them but have not been able to transfer those IDs to their devices or delete my ID from the devices either. I guess I need to find a friend who knows what they are doing lol

To follow up on what Ralph asked, go to Settings>iTunes & App Store on each device and enter the correct Apple ID and password on the respective devices. You will need to remove (sign out) of your ID on their devices in that setting and type in the kids ID's.
