Photos for MacI am surprised to hear this for an iPad 2 as the issue had apparently been fixed for the 2s. Please see this for the details as I know them. Perhaps the servers at your location have not been updated yet for the new iPad 2 build. ???
Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. A new build for the other devices is not yet available.

Step 1. In the Menu find Help → Update. Use the link if iTunes is not installed on your computer.
Step 2. Put your iPad into Recovery Mode. You need to press and to hold Home and Power buttons for 10 seconds, then release Power button but continue holding Home button for 10 seconds more.
Step 3. Connect your iPad to the computer, run iTunes and it recognizes your device in Recovery Mode.
Step 4. Press Recover iPad and confirm the recovery process. Important: all the data will be lost. You can restore the data if you have a backup.
Step 5. Wait till the end of recovery process. As soon as iPad is activated again you can restore the data from iTunes or iCloud.
