If you can't send or receive messages on your iPhone, iPad, or iPod touch - Apple Support

make sure your provisioned by your carrier to use MMS and that MMS is enabled in message settings.

if the above steps and link doesn't help, then you need to contact your cell phone provider as MMS is their feature.
