Apple has pulled the iOS 9.3 update for older devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details and possible workarounds.

A new build for the iPad 2 is now available that does not require the Activation step. A new build for the other devices is not yet available.

elcpu .....I may be wrong, but I think Carib123 is having the same problem I am , which is not the activation problem. This error happens when you click on "Install now" and it comes back with a message after trying to verify stating it is unable to do so because the iPad is not connected to the internet. I know that mine is connected because I am able to surf the internet and download mail, so I am not sure what the problem is. I have tried powering it off and reconnecting to my wireless, and still no luck.  I am seeing more and more people on here with the same issue. Any ideas?

I am seeing the same of course and I don't have an answer other than it appears to be connected to the verification issue regarding 9.3. My only suggestion is to wait until Apple issues a fix for 9.3 and see if it resolves.

Thanks. Helped me too. (iPad air). Good to know that more attempts are fruitless.
