Q: latest update is not installing

My I Pad is trying to update and keep saying unable to connect the server. I tried what Apple website has advised but still it is not working. help. how can I make this I pad work

iPad 2, iOS 9.3

A new build for the iPad 2 is now available that does not require the Activation step. Have you tried the steps here:
