Does it show up in Disk Utility?
Any light lit on the enclosure?
Can you hear/feel the HD spinning?

Power off every network device that you have....computers, routers, printers, mobile devices, etc......in any order that you want
Count to ten
Power up the modem and let it run by itself for a full minute
Power up the next device connected to the modem and let it run a full minute
Keep starting devices one at a time about a minute apart until the entire network is back up
Try to run a backup
