Cannot open search results in Safari or Chrome

SInce I upgraded my iPad Air 2 to iOS 9.3, i cannot open any search results in Safari or Google Chrome. i tried clearing the web browsing data and I tested different search engines (Yahoo, Google and Bing). When I search for something the results all appear, but when I try to tap on any of them nothing happens. I have pop-up blocker disabled too.

Has anyone seen this?
