Anyone else having the comment upon verifying that you are no longer connected to the Internet ?

When I am connected to the internet, on wifi, and I try to install/update the 9.3 release, upon entering my passcode, the verifying symbol comes on, and then I get the message: IOS 9.3 is unable to continue as you are no longer connected to the Internet......Well, that is BS....I am, I was, and I continue to be...How can this be fixed? I am now at amother location with wifi, (my Ipad2is wifi enabled only)and I just tried it again, actually the 3rd time, and it continues to give me the same message as I received when I was on my secure wifi at my residence. Any help?

Apple has pulled the iOS 9.3 update for some devices (iPad Airs and previous, iPhone 5s and previous) due to problems with Activation. See these articles for details.

A new build for the iPad 2 is now available that does not require the Activation step. A new build for the other devices is not yet available.
