Q: iPhone 5s

Hi - hoping someone might be able to offer an outlook for this. Basically, I recently had my iPhone 5s stolen from me - which aside from leaving me without a phone is especially frustrating because I only got it about two weeks ago and have a two year mobile contract still to get through. A few hours later I contacted the network who blocked the phone for me and then I found out about Find my iPhone, which I gather will be able to locate my iPhone should it be powered on - the battery was dead when it was taken from me -  in a Wifi area, so that seems pretty reassuring. However, this was quite some time after the phone was taken from me so I don't know if it's a matter of how quickly you react? I've checked my iCloud profile and it's still showing my iPhone associated with the account, so I guess that means whoever has it at the moment hasn't completely wiped me off the device just yet? However, the other thing is that it's showing up as 'offline' and I don't whether that means it simply hasn't been turned on in a wifi area or that whoever has it was able to bypass my iCloud account before it could log the devices location.

Any thoughts on this? Essentially what I want to know is whether my iCloud account will definitely know about it the next time the iPhone is turned on/has wifi, even if whoever has it is making an effort to clear all my data? I can't decide whether to pay out for a new phone or to be patient until someone somewhere inevitably/eventually uses the device...

Would really appreciate any thoughts, thanks
