There is no way to connect a cable box to a Thunderbolt display, but you could connect the cable box to the computer with a video input unit and have the video displayed on any display.
Blackmagic makes a Thunderbolt video input unit.

To use HDMI you will need to removes HDCP. Some HDMI splitters will remove it.
Elgato game recorders may also work.
