I can use dial assist with AT&T

I can use dial assist with AT&T

lets say I dial +1(805)-123-1234 it will call fine but if I dial 123-1234 it won't dial but dial assist is suppose to add area code and prefix how do I fix this

iPhone 6, iOS 9.3

AT&T has some issues when you try to use dial assist when using VoLTE. Go to Settings > Cellular > Cellular Data Options > Enable LTE > Change to Data Only.

Are you using Wifi calling? Settings > Phone > Wifi Calling

Try turning that off and see if it makes any difference. Either way, I would contact AT&T and let them know your experiences so they can fix it as dial assist is a carrier feature.
