Q: Can not call to Apple

Hello everyone. I am from Mongolia and there is no options that I contact with Apple? how can I get support from them. My issue is I was using my iphone for last 3 years so yesterday I have updated my phone then it is not recognizing my apple ID. I can enter to icloud, itunes by that ID but can not active my phone. what can I do? please help me.
