Q: Ipad is disabled,recovery mode does not fix this can someone help me with this?

I bought a ipad mini 16 from a friend who had never used it. His password email and I'd were entered but he did not have Internet and found no use for it. He asked me if I was interested in buying it because he never used it and needed money.  I paid him and he gave me all the info to log in to the ipad but after I had charged it up so I could check into transferring the ownership between us, I immediately got the message that said this ipad is disabled.  I have iPads also and have never seen this message Before.  I looked online for a solution and tried the iTunes with no luck. I tried recovery mode with no luck again. We were able to sign on to his icloud email on my dads computer and I deleted some of his emails from Apple with the welcome messages. We updated his password. Now we need to be able to get this pristine condition ipad mini to come out of the disabled mode so it can be used. What can we do to remedy this situation? Thank you.
