I upgraded the iOS 9.3 and isn't activated and ask me an apple id so I found the person who I bought the mobile from and he gave me all off his apple id but it didn't work yet what can I do?? more

Some aspects of • iCloud may be helpful for the original owner to further disassociate

AppleID was involved with the device you bought, and have him use his
Apple ID & to go reset the unit. You probably should not have tried to up-
grade the iOS without actually having a functional ownership over it first.
But then not knowing it wouldn't just work, wasn't in the cards in this deal.
{If he cannot help you make it work, he may be willing (or not) to take back
the Device, and return the amount paid to you. - If you bought the unit from
an ebay or other site, they may have a guarantee; they could help you get
your funds returned to you when the unit appears to be inoperative.}
Not sure what else to say at this point. Hopefully some other contributor
may see and choose to respond to this thread. Yet as most who are here
are not employees; and there is no obligation ... we're here as volunteers.
You may need to contact an authorized Apple service provider or carrier
who has customer support to see if what the former owner told you is true.
There may be something that requires detailed implementation to work right.
