I can't install GarageBand even though I have enough space. What should I do?

I have enough space, a good internet connection and the latest version of iOS but I can't install GarageBand. I'm really confused and I don't know what to do. Please help!

GarageBand (iPad), iOS 9.2.1, iPad Mini

Right now the App Store seems to be very busy.

Are you trying to install over the air?

Wait a few days or install by downloading to a computer and installbysyncing with iTunes to your computer.
