Many users have encountered problems updating their devices, activating them or signing it to their account after iOS 9.3 update. Apple is aware of the problem and is working on a fix.

Yes, the iOS 9.3 update is no longer avialable for any device who did not updated the first days of it's release. why? Glitches, apple will release again when the updates gets revised and fixed, updated devices will remain in this update but might have issues, or work fine!, iphone SE and ipad pro 9 inches have 9.3 by default and must work because they are new, if they are not make good use of your warranty
