why are all of my iCloud drive contents stored on my hard drive.

Can anyone please advise why my iCloud drive contents are stored on my hard drive. I want to store online so that I can free up my some space on my hard drive.

So essentially I need to move them off but not sure how?

iCloud is a syncing system, not an external storage system. If you delete them from the device/Computer they will be deleted from iCloud. For the computer, go to Photos/Preferences/iCloud. That will reduce the space required by about 90% when fully effective.
