Try these basic troubleshooting steps. Clear Safari, close all apps and force restart the iPad. No data will be affected.
Clear Safari. Go to Settings>Safari>Clear History and Website Data
Close all apps. Press the Home button two times quickly. You'll see small previews of your recently used apps. Swipe left to find the app you want to close. Swipe up on the app's preview to close it.
Force restart. To force restart your device, press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
If those three things made no difference, try this. Reset all settings. You will not lose any data, but most of the device settings will have to be entered in the settings app again. Settings>General>Reset>Reset all Settings.

At this time, this is an emerging issue post iOS 9.3 and is being investigated.
At the moment, a solution is being worked on and updates will be posted in our website apple.com/support as they become available.
PS . Have. A aged to get Google/ Google chrome working in the mean time!
WHere exactly in apple.com/support will updates be posted? I don't see any Announcement option on the Support website!

To get Safari working, only for Safari (as far as I know).
Further to my update on Saturday I have again been in touch with Apple Support.
This is what cured my Safari :
It looks like this problem occurs on "older" devices.
1. Just make sure you have the 9.3 update loaded.
2. Back up your device and sync in iTunes on your computer. Eject from computer.
3. When done go to Go to Settings (on your device), then scroll down the apps and click on Safari.
4. Go to bottom of page and click on Advanced, then switch off Javascript.
5. Come out of settings and do a hard reset (this will not loose data), i.e. press home button and on/off button together until screen goes black AND apple logo re-appears. Then let go. Device reboots.
6. Safari should now work.
7. I have no idea what Javascript does other than allows interaction on some websites e.g. puzzles, questionnaires. - but i could be wrong! If you can manage without this you should be ok.
This worked on my partners older iPad and my iPhone 5.
* I have not had any email problems, so do not know if this will help email.
Thanks for this info. Unfortunately I don't have problem in my safari. Just only the mail aps from my ipad. There is no update message from my icloud account and I can't add any account. Hope you may help me. Thanks for your effort.
The 'fix' for mail is to simply not use the mail app. (not a fix more a work around I know)
You can see if you can access your mail and links within it via safari. Or if it doesn't work there people have reported that Puffin and Opera are working.
It's my understanding that 9.3.1 is out and is said to fix the mail link issue. So you may wish to check for updates and update your device to see if that fixes it.
Still no change for the mail apps. I can't add email account and there no incoming and out going mail. There's no response at all on this mail apps.
My email app is frozen On my ipad3. I get a blank screen. I've tried every fix suggested. When I double tap to see open apps, I can see the last email app page but can't get rid of it. I've let power run out, rebooted, shifted the app page up, etc.
when I Click mail, I get "ghosted view of last screen" then reset to all apps screen. All other apps work fine. Is help available?
