Q: iPad Mini (4G) to iOS 9.3.1; Bypass verification error?

What is the latest successful solution for updating an iPad Mini (4G, Verizon) to iOS 9.3.1 and bypass the verification error? I downloaded the iOS 9.3.1, but the installation still gives me a verification error due to lack of Internet connection which is not a valid error as I do have an Internet connection.  I first attempted to install directly via WiFi with power plugged into the iPad.  I then updated my iTunes on my MacBook to the latest, connected the iPad and it indicates that iOS 9.2.1 is the latest which it is not.  I am in the process of doing a full backup onto my MacBook and will proceed with Restore if that is my only option.  Is that my only option?  Thanks!
