Q: IOS 9.3 Installation Problem

IOS 9.3 will not install on my iPad 2. With each try, I receive a "no internet connection" error; even though my iPad is connected. I tried a full shutdown and restart and tried again with the same result. When my wife tried on her iPad, she received a "successful installation" message but her operating system still indicates IOS 9.2.1. Where can we obtain a remedy to this problem?
