Try the following:
Tap Settings > Safari then tap to Clear History & Website Data
Then restart your iPad and try Safari.

It is terrible, because it is impossible search in internet.

Hopefully they will provide a bug fix soon in the form of another update.

- Installed iOS version 9.3 last night on 3-25-16
- Safari wouldn't load web pages after latest update.
Tried:- (Airplane Mode) DNS clear didn't work
- Power-Cycle
- Ran an app to clear cache
- Ejecting Sim Card
None of the steps above worked for me.
My fix for Safari:
Downloaded the version prior to 9.3 and installed from iTunes and restored from iCloud. This resolved my Safari issue, but it was a pain, and doesn't fix the issue with the latest iOS.See steps below if you want:
