Q: downloaded 9.3 to Ipad 2  when it tried to activate it locked up   ITunes and I cloud and find my phone cannot find Ipad when connected

Downloaded update 9.3 to my IPad2 - when it tried to activate it failed - I Tunes attached to IPad2 does not recognize nor does I cloud and fine my phone - cannot get into I-pad - it just keeps recycling to activate   Apple  person could not help - all I have is a confirmation number and a useless IPad
