Q: Can't sync iPod and PC all of the sudden.

I have uninstalled all apple software mentioned and reinstalled iTunes. Still it will sync for a second but nothing transfers.

I have added 3 CD to my iTunes but they don't transfer to my iPod.

iPod classic, Windows 7

Yes I have confirmed, I am also a former IT Tech. So I checked all before coming here. iTunes every time seems to have issues when new version comes out.

I don't want to erase my iPod and start over as I will loose music from the iPod that isn't in my library. If I could fix that it would have been my next thing to do.

Again, I don't know you and can't read your mind...

I don't want to erase my iPod and start over as I will loose music from the iPod that isn't in my library.

And that does not make sense.  If you have songs on the iPod that are NOT in your iTunes library, you did NOT (and do NOT currently) have your iPod set to automatically sync songs.  When set to Sync Music, iTunes "synchronizes" your iTunes library with your iPod's library; any songs on the iPod that are not in your computer's iTunes library are erased.  That's why I always give the warning

NOTE:  Any songs on the iPod that are not in your iTunes library will be lost.

So, you currently must have your iPod set to Manually manage music and videos.  Therefore, you need to load those new songs manually (by dragging/dropping them on the iPod in iTunes).

Also, if you're an "IT tech" person, you know the importance of backing up your data.  At some point, your iPod will have data corruption and need a Restore, or your iPod will become faulty, or you'll lose it.  It's risky to have songs on the iPod that are not stored in the computer's iTunes library.  You should off-load songs from the iPod, so that ALL your songs are in your iTunes library.  And then back up your iTunes data (along with the rest of your user data) in case your computer or its drive fails.

You cannot use iTunes to transfer song files from iPod to computer (except for songs purchased from the iTunes Store).  However, there are third-party methods and utilities that can transfer from iPod to computer.  If you do an Internet search on something like "ipod music transfer," you should get some useful links.  Here's one method that does not require any additional software (or you can find a utility)

    http://www.cnet.com/how-to/how-to-transfer-music-from-an-ipod-to-your-computer/

After confirming all of your songs are in your iTunes library, you may want to do the Restore to give your iPod a fresh start.  And then actually set it to Sync Music.

On previous versions of iTunes I lost my library and I had a backup. But I had my system in with Best Buy (Geek Squad) and they formatted my backup drive and I lost everything except for what was on my iPod. So the two haven't been sync'd completely ever since. So some music on my iPod isn't in my iTunes library.

I can't Restore my iPod until I can get all music off it to do the restore. Yes I know I can't copy music from the iPod to my computer. I am looking into software to do exactly that. If then I can do a restore on my iPod and hopefully then I can re-sync all music back to my iPod.

Unless Apple fixes the problem that I believe caused the problem with syncing in the first place with the newest iTunes 12.3.3.

Unless Apple fixes the problem that I believe caused the problem with syncing in the first place with the newest iTunes 12.3.3.

There is no "problem with syncing," in your case.  If your iPod has songs that are NOT in your iTunes library, your iPod is currently NOT set to sync automatically with your current iTunes library.  THAT is why those new songs do not sync.

So the two haven't been sync'd completely ever since. So some music on my iPod isn't in my iTunes library.

Additionally, it sounds like your current iTunes library is NOT the iTunes library that previously synced with your iPod.  That library was lost with your old system.  Your iPod is currently still set to automatically sync with that old iTunes library; it will not sync (manually or automatically) with your current iTunes library, until you associate it with your current iTunes library.  The procedure is described in my first reply (and repeated later), checkmark the box to Sync Music on the iPod's Music settings screen.  When you do that, the iPod's existing content (from the old iTunes library) is erased and replaced by content from your current iTunes library.  OR, you can do a RestoreEither way, you need to off-load your songs from iPod first.

What I don't understand is why you said

I have confirmed [that Sync Music is enabled]...  I checked all before coming here.

It can't be enabled if your iPod has songs that are not in your current iTunes library.  By definition, when Sync Music is enabled, the iPod can only have songs that exist in the iTunes library used for syncing.
