When I try to update to IOS 9.3 it says that I am not connected to the Internet. I am connected.

Do not continue to try installing the 9.3 update. There is an activation server issue. Apple is aware of the problem.
You may be able to re connect your iPad to your Wi-Fi network.
Force restart your iPad.
Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.
If it still won't connect to your Wi-Fi, tap Settings > General > Reset > Reset Network Settings
You willl have to enter your Wi-Fi password.
Apple is aware of the problem and trying to find a fix. Meanwhile, read Troubleshooting iOS 9.3 Update Problems.
I am having same trouble - try to update to 9.3 and am told I am not connected to the internet even though I am. Will continue to check back - sounds like I don't want to update now anyway 🙂
