Apple WatchThere are major issues with the 9.3 update. Wait until Apple release bug fix before trying to update to 9.3.
Keep in mind, it's not possible to revert to a prior iOS.
If necessary, force restart your iPhone.
Press and hold both the Sleep/Wake and Home buttons for at least ten seconds, until you see the Apple logo.

Photos for MacApple has pulled the iOS 9.3 update for some devices (iPad Airs and before, iPhone 5s and before) due to problems with activation. You will not be able to update your iPhone 5 until a fix is issued. As far as restoring a backup from 9.3, unfortunately you will have to wait as well. Once a revised 9.3 is issued you should be able to restore that backup.
