If you want to turn your TV (not Apple TV) off, see https://support.apple.com/en-us/HT205225
You may need to enable a setting on your TV itself to allow the HDMI-CEC to sleep/wake the TV (and incidentally, select the Apple TV as the source, if you had switched to a different source).
