Why did Apple give some of my teammates refund and not others?

So a bunch of us complained to Apple about Last Empire War Z... I want to know why only a few of us got refunds and the others didn't when we all pretty much complained that the game glitched and has a lot of bugs during battles? Battles especially if you are fighting bigger alliances. Please someone let me know because I have tried to write them three times and called. No avail.
