Can't update to iOS 9.3

My Setting/General/Software update window tells me that it is downloaded and ready to up grade. When I click the install now bar I get the screen to agree to the terms and conditions which I agree to do. Then I get a spinning gear and the message verifing update. The bar goes to installing and then I get the following message in a small box on the screen



Unable to verify Update. ios9.3 failed verification because you are no longer connected to the internet. Retry or Remind me later are the two choices offered.



I am of course still connected to the internet. Anyway to trash this download and start over or is there a work around?

Apple has pulled the iOS 9.3 update for some devices (iPad Airs and before, iPhone 5s and before) due to problems with activation. You will not be able to complete the update until a fix is issued. I recommend waiting a while (days ?) before trying again.

A new build for the iPad 2 is now available that does not require the activation step. A new build for the other devices is not yet available.
