like the title says my ipad 4 th gen wont update it says my software is up to date, can anybody help me figure this out please?

Apple has temporarily removed the iOS 9.3 update for older devices to deal with some issues it was creating. Best to wait a few days for them to rectify the issues.
The iOS 9.3 update is not available for older devices. It was initially, but then it was pulled due to activation issues. It will be re-released for older devices like the 4th generation iPad in the next few days.
Thanks for the replys, yes I have read that about older devices but have apple actually released any documentation on the problem I havent been able to find much just one article about the ipad 2?
