Phone restarts and pictures are deleted then restored

For a couple of days my phone has shut off then restarted and all of my pictures will be gone, then it will start restoring them again.

It takes a long time to finish restoring all of them and when it's finally done, the process will start all over like it did before.This is very upsetting and I don't know what to do. This problem happens more than once a day. My iPhone also won't update to iOS 9.3. I have downloaded the update but that's as far as my phone has let me go. I'm on here as a last resort. I'm at a loss on how to fix this problem. Please help me!

Hold off on upgrading to iOS 9.3 - it has been having some issues and Apple is working on a fix
