When I open Google Eearth I get The data couldn't be read because it isn't in the correct format

It should be in the correct format.

Sart with a reset. Press and hold both the home and power buttons until the Apple logo appears. Release both buttons. Wait until your iPad starts on it's own.

Next try deleting and re-installing the app.

Edit. Your bio says IOS 9.2.1. If you installed IOS 9.3 and the above doesn't work you might want to contact Google.

Just to double check I downloaded Google Earth on my iPad 4 IOS 9.3 and it's working find.

Since the delete and re-install didn't work you could try settings> general> reset> reset all settings. No data is lost but you'll need to re-enter your wifi passcode, so be sure to have it if you try this step.

The next step in trouble shooting is usually hooking up your iPad to a computor and using iTunes restore It. If you don't have a computor, like me, it's time for a trip to the Apple Store.

I forgot to follow-up on this. If the problem started with IOS 9.3 that's probably where the problem is.
