With which wireless provider in what country are you attempting to use the iPhone?

What does it say when you look at Settings>General>About>Carrier?

You may have to scroll to see the entry for Carrier.

I bought iphone 5s from USA and it was not under any contract by that time when i bought it.
now i moved from USA to a different country and cannot get it factory unlocked because it says its still under the activation of other user, i dont understand this problem at all.when i contacted other providers to unlock it through a different process they say it been BARRED or BLACKLISTED but i have checked it is not .
So my Problem is that how can i get it Factory unlocked so i can use different carriers in it .because i travel alot..
    Thanks.

    Sounds like 2 problems;

1] the iPhone is Activation Locked. Only the person who initiated the Activation Lock can

remove it. Contact the seller for assistance. There is no workaround for Activation Lock

2] if iPhone is blacklisted, one of the previous owners did not fulfill his financial obligations

to the wireless provider which owns the lock on the iPhone. The only way to get the blacklisting removed

is to pay the amount owed, and even then the wireless provider may not remove the blacklisting.

Until both problems are resolved, the iPhone will remain useless.

The person who initiated the Activation Lock has to do the step in this link,

slowly and in the order given, letting one step complete before starting the next.

Prepare your device to sell or give away

Or - if he is willing - he can give you his AppleID and passcode and you can do what

that article provides. You cannot pay anyone to remove Activation

Lock; since iPhone is used, only the person who initiated it can remove it.

You would have to contact the wireless provider which blacklisted the iPhone to see if

you can do something to get the blacklisting removed.
