Did you already try to force restart the phone by holding the sleep and home button for about 10sec, until the Apple logo comes back again?
You will not lose data by doing that, but it can cure some glitches after installing new software.
If this does not help, resetting the network settings in Settings/General/Reset would be another step to try.
If still not luck, set it back to factory settings and restore from the latest backup:
