Links doesn't work under iOS 9.3 in chrome or safari

What troubleshooting have you tried?

Have you double-clicked the Home Key and closed the Safari and Chrome thumbnails then tried again?

Have you tried clearing all History and Website data under Settings>Safari, or Settings>Chrome? Once cleared, try again.

Have you tried resetting the device: Hold down the Home and Power buttons at the same time and continue to hold them down until the Apple appears. Once the Slide to Unlock screen displays try again.

This is a known issue and Apple is working on an update to 9.3. This article summarizes some of the problems with the current version. Disabling Javascript in Safari helps but this sacrifices functionality on the web browser.
