IOS 9.3 safari and Mail links don't work

I Have updated my IPhone 6 to IOS 9.3 and links in Safari and Mail now don't work. I press/touch them and nothing happens. Google chrome and other mail apps work fine, just not Safari and Mail, the ones I use the most.

Manually restored iPhone to ISO 9.2.1 by downloading the IPSW file from the internet. Followed instructions from the internet and all went well apart from not being able to do a restore from a previous backup. So have spent a few hours this afternoon reinstalling apps and tweaking settings not covered by iCloud. Checked with my daughter who has a iPhone 6 also, purchased a few months ago and she is not having the same problems with iOS 9.3 that I've had... strange. Anyway, happy now, despite wasting numerous hours today researching, downloading IPSW files and apps and modifying iPhone - thanks Apple... NOT

Hello MarkBeatty ,

Thanks for using the Apple Support Communities!

From your question, I understand that hyperlinks are not behaving as expected after updating to iOS 9.3. We know how frustrating situations like this can be and we want to make sure your devices are working as expected.

iOS 9.3.1 was recently released. Performing this update should resolve this situation.
