Can you recreate the JPG images from the AAE format?

Thank you for anyone trying to answer upfront.

My sister got home from her vacation and used the windows explorer to extract all of her edited pictures.

She deleted the pictures from her phone but only after noticed, that the pictures were all in the .aae format.

Since she also didn't backup her phone, the pictures are all gone. All that's left are the files in the .aae format. Is there a way to recreate the pictures in .jpg format with only the .aae files available?

I already tried to put the .aae files back on the iphone but it's not possible via explorer and itunes doesn't recognize any pictures in the folder with the .aae files and therefore doesn't copy any to the phone.

I hope you guys can give me an answer to if it's even possible to get the pictures back.

No. The .aae files are small text files that are used to describe what edits were made to the JPEG file. They are useless without the image files.

What she did is not the suggested way of moving photos from a phone to a PC.

How did she delete the photos from her phone? Has she looked in the RECENTLY DELETED photos album? Does she have iCloud enabled and back up turned on? There may be a backup on iCloud that isn;t aware of. Did she have the iCloud Photo Library enabled?
