Thanks for your response.
The device is an Iphone 5C, model A1532
The IOS is 9.2
The problem started when I turned imessage off. When I turned back on it did not work. After going through the Apple ID verification, I get the "waiting for verification" message. This was two days ago.

So many people are having problems with the update to iOS 9.3 and the questions are flooding the iOS support forums now. I am hoping that by consolidating some of the information available, it will help some of you without starting hundreds of new threads all asking about the same things.
Please do not shoot the messenger if you already know all of this. I am just trying to help by providing some information To the community. Theses problems are well known, Apple has acknowledged them and is reportedly working on a fix that should be out soon.

If nothing suggested works for you right now, you will just have to be patient (remember that "please don't shoot the messenger" thing from above ) and wait until Apple issues the fixed software update.
