Here's some initial information he/she should have known and acted on before selling:

It is not just a matter of physical possession of the product. So that is something you should ask
the person you bought it from, regarding documentation of the paid AppleCare plan that would
have product serial numbers and other receipts. This is a problem, as also is the lack of owner
participation in getting a computer ready to sell, or give away. There is a process and to not do
it leaves a second owner with some significant issues. (same or worse with an iPhone, iPad, etc)

You need to be able to go to the Apple server via OS X Recovery and get a new operating system
installed; an official Apple Store may be able to help. You'd want to see about an appointment with
the Genius at the Apple Store about this issue.
Hopefully you can contact the seller and get together on resolving that part of this issue.
Since his AppleID is likely still be involved in the setup of the computer, & it shouldn't be.
As it appears, the computer is still owned by the first user; it wasn't prepared for sale.
