Unfortunately, there appears to a bug in the 9.3 update which has pulled from "Software Update".
There are numerous discussions regarding this issue in the past few days here.
Apple is aware of the problem and hopefully will provide a bug fix soon in form of another update.

Mar 27, 2016 6:44 PM in response to JoaoMFby Brian the Tech Guy,This is not an iOS problem. I updated to iOS 9.3 on Tuesday, but only began having this problem today (Sunday). Turning off Javascript in Settings -> Safari has helped and I can open links in Safari. I still can't open links in Mail and other apps, and in Chrome I have to hold down the link and open it in a new tab.
