again the step by step directions are in the posted link

and the answer to keeping libraries on multiple devices is iCloud Photo Library - that is exactly what it does - you posted in the iPhoto for Mac forum - to use iCloud Photo Library you have to have El Captain and Photos -- iCloud Photo Library FAQ - Apple Support

With ICPL all libraries are always in sync - all changes (additions, deletions and edits) made in any library are made in all libraries

What do you want to do? Copy the photos to the iPad and organize them on the iPad into albums, edit them, then send the edited pictures back to the mac? Or do you just want to keep them on the iPad?

The only way to transfer photos and the organization of the photos seamlessly between Mac and iPad is iCloud Photo Library. all other ways to transfer photos (My Photo Stream, shared albums, iTunes Photo sync) are lossy. My Photo TSream will transfer the original photo, but remove the edits, Shared albums may reduce the size and remove metadata, iTunes synced photos are not stored in the camera roll and have a reduced size.

No reason to be scared of losing photos - unless you do not have great backups adn if you do not then you are 100% guaranteed to lose them sooner or later

so my purpose is putt pics in my ipad and when i done the organize i will sync again. or do you have any idea that make better ? thank you

If you don't use iCloud Photo Library, you cannot sync the work you are doing on your iPad back to your Mac. Without iCloud Photo Library it is only one-way. Organize and edit on your Mac, then sync selected albums to your iPad using iTunes. But if you edit photos on your iPad or create albums is clumsy to get that back to the Mac.

iCloud makes it nice and easy. If you edit a photo on any device, the edits will appear on all devices, likewise, when you create an album. The drawback is, that you have to pay for it. Only 5GB of iCloud storage are free. If you need more for your photos, you have to sign up for storage plan.
