iPad Mini retina won't upgrade to 9.3 but prompts me to

My iPad Mini Retina (Mini 2) currently has iOS 9.2.1, but it has a badge-prompt in settings telling me to upgrade to 9.3. If I try to upgrade, it circles for awhile, then tells me it can't verify the upgrade. If I connect it to iTunes and ask iTunes to check for updates, it tells me that 9.2.1 is the current version. What gives? How do I get the device to stop reminding me to get an update it says it can't install?

From your post, it sounds like you may be receiving the message “iOS 9.3 failed verification because you are no longer connected to the Internet” when you try and update. If this is correct, please follow the suggested steps in the following article to help you resolve this issue.
