This particular feature is made available through the use of Apple device continuity, reference the attached article for a complete walk through of how to setup, configure, use and manage the feature.  And, the section directly related to your question is called "Set up SMS and MMS with Continuity".

Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support

    Have a good one

If it worked for you before, then you might have turned Bluetooth OFF. I keep doing that, forgetting that it's needed for Continuity and Handoff to work.

Do you have an iPad with cellular service?

If your iPad has cellular, go Setting > Messages and scroll down to SMS/MMS and make sure MMS is on (green).  Turn on Group Messaging too if it isn't already on.  Also, this might be obvious, but make sure iMessage is on at the top of Messages.

If your iPad isn't cellular capable, you need your iPhone to forward text messages to the iPad. To do this you change setting on both iPhone and iPad.

On iPhone Settings > Messages > Text Message Forwarding.  You should see all your devices listed if iPhone and iPad and Mac are using the same Apple ID.  Turn on the ones you wish to receive text messages.  You should get a message confirming the devices are connected.  You will receive text messages on iPad after that as long as iPhone and iPad are both connected to the same WiFi
