Can`t launch my IPad after update

Hi, my name is Alexey and I am from Ukraine, where we don't have any official support service. My problem is that I have updated my IPad mini to 9.3 and now it wants from me to add AppleID and password. I entered them in, but it still not working. I can enter my ID and password into Icloud and iTunes, and it's working, but tablet is not. I even changed my password, but nothing happend.

I am using this IPad for more than 3 years and I have never had problems with it. Please, help me!

P.S. Sorry for mistakes in the text, my English is not so good. I believe, that you will help me.
