Mar 28, 2016 6:59 AM in response to thierryfromonexby Skydiver119,There seems to be a bug or glitch with safari. Last I knew there was no fix beyond waiting for Apple to fix things. You can use another browser in the meantime and use that as a work around. I use Atomic but you can look for a browser in the app store that looks good to you and use that.
You might try to hold your finger down on the link until you see the 'copy' popup come up then paste that link into the navigation bar of Safari and see if that allows you to follow links.

So many people are having problems with the update to iOS 9.3 and the questions are flooding the iOS support forums now. I am hoping that by consolidating some of the information available, it will help some of you without starting hundreds of new threads all asking about the same things.
Please do not shoot the messenger if you already know all of this. I am just trying to help by providing some information To the community. Theses problems are well known, Apple has acknowledged them and is reportedly working on a fix that should be out soon.
Here are some tech site articles that explain the problems if any of you are interested in reading them. They are in no particular order other than what my most recent Google search turned up for me.

If nothing suggested works for you right now, you will just have to be patient (remember that "please don't shoot the messenger" thing from above ) and wait until Apple issues the fixed software update.

iOS 9.3.1 was recently released. Performing this update should resolve this situation.
