Cellular data network problem on iPad Air 2

i reside in nepal. And I bought my iPad Air 2 February last year from India( thus 1year warranty is expired ). I bought wifi+cellular in hope that I will use cellular network data as I usually have to travel a lot, and getting OPEN wifi or PAYABLE hotspot in our country is still a doubtable idea.

MY problem is

Most of time, NO SERVICE in place of network logo.

No 3G sign whenever network is available.

CELLULAR DATA NETWORK disappear suddenly even if it's availabale and whenever I try to use it.

Battery drain heavily whenever CDN disappear and iPad try to look for CDN by using text "Searching...".

I don't know when my problem started exactly, but it happened while I had iOS 8 installed on my iPad. Then, I panicked and searched Internet for solution and tried everything mentioned on Internet. Yet, I didn't get solution. Then, i saw some article stating that its problem from Apple and they will fix it on next iOS update. I was relieved regarding my problem with that idea. Eventually, whenever new iOS came ( namely 9.1, 9.2 and I m running 9.3 today onward ), I installed them in hope that they might have solved the issue. But, I always got disappointed as they didn't fix the problem. So, is there any genuine Apple coustomer care person online who can guide me what to do?

probably, I will have to go India if you will not help me. But, going India only to fix this problem alone is not suitable idea for me. Plus, I will have to locate Apple Store too which may be available in only few big cities in India.

looking forward for responds.

BTW, if Apple do not respond soon regarding these problem( I am not alone !!!!!!! ), then, slowly we may hesitate to buy apple's product in future.

I Have this same problem on iPad 2 since the 9.3 update. I haven't found a solution but I have found a way to get the cellular network back. But if you power off and then power on you will find it gone again and you have to redo the following work around.

1. power off and remove SIM card. Then power back on and it will ask for SIM card. insert sim and it should find the network. This is simple but if you have a case it is a nuisance to keep pulling it apart.

second workaround.

1 Go to settings and turn cellular (mobile) data OFF.

2 Turn Aeroplane mode ON.

3 Power off iPad.

4 Wait about a minute. (Not sure if this is absolutely necessary)

5 Power iPad on.

6 Turn Aeroplane mode OFF

7 turn Cellular Data on.

you should then see a cellular provider box pop up under the Cellular Data box and the it should search and find your network.

this works on the iPad 2 and hopefully other iPads.

I Noticed heavy battery drain under 9.3 and when I ran my iPad in the No Service condition, battery usage improved dramatically.

good luck.
