The temporary fix is to follow these instructions:
1. Perform a hard reset on the device (Hold down the home button and the on/off button until you see the black screen).
2. After successufully hard resetting the device check your hyperlinks in Safari to see if they respond.
If they don't, you need to turn off JavaScript on the device: Settings > Safari > Advanced > JavaScript.
3. If this combo doesn't resolve the issue, the official instruction is to keep your device up to date in case a future release fixes the issue.

1) find and uninstall booking.com application, if you have it
2) wait at least 1 hour, bug is gone. maybe you need to reboot once
to reproduce bug again: install booking.com application

iOS 9.3.1 was recently released. Performing this update should resolve this situation.
