WiFi and Bluetooth grayed out, but work sort of....

Under settings on my iPad in the left column both the wifi and Bluetooth are grayed out, the Bluetooth is "connected" in gray in the right column and the wifi is "connected", checked and black in the right column--- but they work--with one exception. When I tried to install the new IOS 9.3 I got an error message that I was not connected to WiFi. Other than that I can I use the Internet and a Bluetooth keyboard.
