Thunderbolt Not Shutting Down Properly

Hello, Im currently using macbook pro retina display 13 inch late 2013
just having the current OSX update which is 10.11.4, its work just fine until i go to my windows 10 (bootcamp)

then when i shut down my macbook, the thunderbolt IO still giving power to my usb hub.
to completely shutdown my macbook from bootcamp, is to run OSX and do proper shutdown from OSX
when doing shutdown from windows 10, it leave the thunderbolt IO with power.
i asume a firmware bug ? if you didnt understand my explanation please post, and let me give you some video to show how my problem is.
