iPadAs I understand it, 9.3 has been pulled so you're trying to download a file that is no longer on the server.

So many people are having problems with the update to iOS 9.3 and the questions are flooding the iOS support forums now. I am hoping that by consolidating some of the information available, it will help some of you without starting hundreds of new threads all asking about the same things.
Please do not shoot the messenger if you already know all of this. I am just trying to help by providing some information To the community. Theses problems are well known, Apple has acknowledged them and is reportedly working on a fix that should be out soon.
Here are some tech site articles that explain the problems if any of you are interested in reading them. They are in no particular order other than what my most recent Google search turned up for me.

If nothing suggested works for you right now, you will just have to be patient (remember that "please don't shoot the messenger" thing from above ) and wait until Apple issues the fixed software update.

Mar 30, 2016 5:47 AM in response to Skydiver119by JGK286,Unless like me, you've already installed iOS 9.3 on my iPhone 6. Removing Booking.com makes no difference so I'll just move to my Android tablet. It works and my next upgrade will complete my move from Apple.

When this message was appearing, Apple had pulled the iOS 9.3 update so you got this message thinking it was your device or your internet connection, which it was not. By now you should be able to retrieve and install the update over your wifi which I was able to do last night. Yesterday, on one of my devices, after seeing this failure notification, I was successfully able to get the update (ver 237) through iTunes on my MAC. So if your device is still stuck in this “Unable to Verify Update” loop over your wifi, then try going around it through iTunes (hopefully you have a PC or MAC). I hope this helps.
As a side note, Apple should have a “Support” option for solely “iOS”, just as they do with “OSX”. Rather, they have separate “Support” options for the “iPhone”, “iPad” or iPod”. It would be more helpful if all these similar issues across the iOS devices, were rolled up into one Support feed. The current issue with this iOS 9.3 release had more to do with their Software release than with the device. In my family, we have 2 iPhone 5s, 2 iPad 2s, 2 iPad minis and 1 iPod Touch. So for me across all my devices, if the update wasn’t installed initially last week, I kept experiencing this “Unable to Verify Update”, which had to do more with their software update (or rather with their software being temporarily pulled).

as far I know, there are only two official Apple articles

The Message "update can't be verified,because you are no longer connected to the internet, try later, is a feature not a bug,(although it is connected to the internet)
The solution is just to try later! (had to wait for two days)

I Haven't seen anything yet. Doubt that we ever will. This doesn't have the same cache as the stand that Tim Cook took against the FBI. That makes them look like heroes to many, this issue makes them look not so good....

Mar 30, 2016 10:39 AM in response to Demoby ChitlinsCC,I said a few days ago that a good PR consultant would have Tim go on Charlie Rose again (riding the positive wave regarding the FBI deal) and do a "mea culpa" - but without an "end in sight" there would be no resolution to offer as the "end of the story!" [PBS/charlierose.com have low count and generally more intelligent demographics than CNN, for instance]
This one makes all the previous faux pas pale in comparison

Mar 30, 2016 2:28 PM in response to Alfiby Golden Delicious01,★HelpfulAs far as I could tell from searching a few days ago, Apple did not post anything about this "Unable to Verify Update", nor did they officially post on their website that they had pulled the iOS 9.3 update. That part seemed to be stated by an Apple spokesperson to certain tech news sources. You would think that Apple would have better served the community with this "Unable to Verify Update" by stating "unable to connect to the Apple Server at this time" instead of telling us it was an internet failure on our part.
As I stated earlier, I have a few more devices to update to iOS 9.3 so hopefully it will be available through the wifi or by forcing it through iTunes. However, at this point, I'm not really sure that all these "improvements" will make a difference with my older devices. I have an iPad 2 and an iPhone 5, and it's time to upgrade. I just would have preferred them to stop supporting it, than to keep pushing updates out that end up causing my devices to act oddly or move at a snail’s pace. Even better, if only I could roll back my iPad to say iOS 7, where it worked great back then. There's no doubt, Apple added a lot off cool features in iOS 8 and 9, which are better served with the processor in an iPad Air 2 or iPad Pro.
