Q: REFUND ICLOUD CHARGES
Our VISA bill has been charged for the last two months .99 for icloud. I called months ago to discontinue this charge. Please credit me for the last two months and do not charge us in the future. Thank you for your quick attention to this.

If you didn't downgrade correctly as documented here -- iCloud storage upgrades and downgrades - Apple Support, then it will continue to debit the charges from your account. Another option would be to reach out to Apple Support, and in the description box, choose iCloud storage cancellation -- https://getsupport.apple.com/LocaleChange.action
As as side note, Apple doesn't look at or read these forums as it's end-to-end user forums, i.e. folks like yourself and I helping others.
